The Local Opportunity Network will be a new kind of community development organization, consisting of two fully integrated components-- (1) an on-line web portal specifically designed to fascilitate extensive self-publishing, information sharing and commerce amongst every household, business and non-profit insititution in a targeted neighborhood; as well as to contain extensive resources targeted to lower income urban residents and enabling transactions with goods and services providers outside the community with particularly relevant products such as financial, health care and employment services; and (2) an off-line neighborhood organization that provides organizing and technical services to enable all of the people and institutions in the community to use the portal, and provides off-line services associated with the portal, ranging from delivery services for goods ordered on the portal to venture capital for local entrepreneurs launching web-based businesses
